Locating a Mobile Home or Manufactured Home in Stephens County

Only HUD Code or DCA-approved manufactured homes of no more than ten (10) years of age will be permitted to locate in the County. Homes more than 10-years of age may be moved within the County. Check with cities of Toccoa, Martin or Avalon regarding homes inside their respecitve limits.

Step 1: Obtain a Septic Tank Permit from the Stephens County Health Department, 222 North Boulevard, Toccoa prior to applying for manufactured home             permits. Visit their office prior to reusing an existing septic tank.

Step 2: Two mobile home or manufactured home permits are required by the Stephens County Tax Commissioner's Office, Room 103, Stephens County             Government Building, 205 N. Alexander Street, Toccoa. The building is also called the New Courthouse.

       Tax Commissioner permits are

a Relocation Permit to be displayed on a new home while it is in transit from a dealer's lot to its new location. A current Relocation Permit must also be displayed on a used home while it is in transit from an existing setup or a dealer's lot to a new location. This includes homes leaving Stephens County. Each section of a double wide home must have a permit displayed. There is no charge for this permit.

a current Location Permit to be attached in a prominent location on the home. This permit is received after payment of taxes and must be renewed annually.

Step 3: One permit is required by the County Board of Commissioners Room 206, Courthouse Annex, 102 Tugalo Street. It is a Building Permit to be displayed on the property on which the home is to be located. The permit fee is $75.00. Click here for an on-line application for this permit.

 

Items needed to obtain Relocation, Location and Building Permits include

  1. Septic tank permit
  2. Title of manufactured home
  3. Bill of Sale showing purchase price
  4. Proof of Tax paid for the current year
  5. Name and telephone number of Transporter*
  6. Name and telephone number of Installer*
  7. Name of the property owner as of January 1st.

    * Transporter and Installer must have proper credentials from the State of Georgia prior to moving any manufactured home.

Step 4: After the home is installed, notify the Stephens County Building Official, Courthouse Annex, 102 Tugalo St., Toccoa (phone 706-886-9491). A sticker            will be placed on the permanent meter base allowing electrical service from your power company. You must contact the power company to request            service. Service will not be allowed until the home is (1) connected to an approved septic tank or other sanitary system, (2) connected to a waterline
           and (3) skirting or underpinning is in place.
